Neo Beng Yeow, 51, forcefully kissed and grabbed the buttocks of a 9 year-old school girl before trying to abduct her in a "brazen and outrageus" sexual assault at Rumbia LRT on 1 March this year.
Neo, who is unemployed, had approached the girl at the bus stop of Rumbia LRT station at 2.30PM and told her she was cute. He touched her hair, then grabbed the girl's head, shoulders, buttocks and multiple parts of her body before trying to pick her up in broad daylight.
The girl, who testified in court, recalled being hugged "tightly" by Neo and being unable to get away because Neo was too strong.
A passerby, Ms Cheryl Wong, had pry the girl out of his grip.
The Deputy Prosecutor described the girl's reaction as "absolutely helpless" in the face of Neo, who "treated her like a ragdoll".
A report by the Institute of Mental Health stated that Neo does not suffer from any mental disorders and is not intellectually disabled.
He has had previous brushes with the law, including a conviction for setting a rubbish bin on fire.
He was jailed 15 months with an additional 8 weeks jail in lieu of caning, Convicts above 50 cannot be caned.
